Proposal details

Clean Harbors operates an integrated hazardous waste management facility located on Lot 9 and part of Lot 8 in the Township of St. Clair. A key operational factor at the site is the appropriate management and collection of surface water at the site. One approach to managing surface water is to collect and manage water that falls onto processing areas into process water storage ponds. Currently, Clean Harbors has five existing process ponds around the site to manage process water. Due to operational needs, an additional pond is required for future weather events.

Clean Harbors is proposing to construct a contingency process water pond located on the north west side of the facility, adjacent to Cell 18. The proposed pond would be constructed outside of the landfill footprint, on virgin land.

The pond will be constructed of compacted clay. The pond walls will have a top elevation of approximately 207.3 metres above sea level and the pond base will be at 202.0 metres above sea level. The company is proposing to construct the pond in two phases. The pond constructed in phase one would have a total storage capacity of 56,000 cubic metres. The addition of the phase one pond will double the current storage capacity for process water at the facility. In phase two the pond would be expanded to have a total storage capacity of 87,000 cubic metres.

The new Process Pond will be an as-built pond as per the other process water ponds. The general layout of the pond and typical cross section of the ponds is provided in the supplemental information. The company would construct the pond as per phase one, and then construct phase two if determined to be operationally required.
