This proposal was to amend Environmental Compliance Approval (ECA) Number 6332-A2GNRY for use and operation of a non-hazardous excess soil waste disposal site (processing and transfer) located at 7406 Concession Road B-C, Ramara Township, County of Simcoe, Ontario.

The proposal was withdrawn by the applicant on February 9, 2026, because not all of the required technical information was available and the ministry was not able to make a decision on the proposal. The ministry also instructed the applicant to address the concerns identified in the public and municipal comments prior to re-applying for approval of the proposal.

Effects of consultation

Concerns raised via the public comments received on this proposal have been shared with the applicant should they want to resubmit their application, including;

  • disruptions to lives of the residents and loss of enjoyment from safely using the local roads and their properties
  • increased greenhouse gas emissions from long hauling of soil from other parts of Canada
  • more traffic congestion, compromised road safety, accelerated road degradation and maintenance costs, noise, dust, and vibration impacts due to increased truck traffic and longer receiving hours
  • impacts from waste spills during transport
  • hazards to drivers and damage to vehicles due to debris falling from trucks
  • noise and dust impacts from the increased truck traffic, and
  • possible decrease in property values

Proposal details

This proposal is to amend Environmental Compliance Approval (ECA) number 6332-A2GNRY for the use and operation of a non-hazardous excess soil waste disposal site (processing and transfer) with an operating area of 8.5 hectares. The site is located at 7406 Concession Road B-C, Ramara Township, Ontario (the “site”).

The amendment request includes the following key changes:

  • increase in processing capacity from currently 3,000 tonnes per day (daily maximum) to 6,000 tonnes per day of excess soil, including liquid excess soil
  • increase in on-site storage capacity from 67,000 tonnes to 110,88 tonnes of excess soil at any time
  • expansion of the service area from Ontario only to all of Canada
  • revised hours of operation to from 7:00 a.m. to 7:00 p.m., Monday to Saturday, 6:30 a.m. to 7:00 p.m. Monday to Saturday (312 days per year), while maintaining the ability to accept emergency generated waste 24 hours per day, 7 days per week, unless restricted by municipal by-laws.

Soil received at the site will be screened, dewatered, sorted, and treated using biological processes. Treated soil that meets standards will be reused. Soil that cannot be treated will be send to an approved disposal facility. All excess soil brought to the site is categorized as non-hazardous.
