This proposal is for a consolidation to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 3139-BPCPX3 and 8-5029-85-866 for GreenFirst Forest Products (QC) Inc., a sawmill producing dimensional softwood lumber and operating a biomas fired cogeneration unit located in Chapleau, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include cyclones, wood firing kilns, diesel boilers, and a Foster Wheeler Limited cogeneration biomass combustor controlled by a Joy Manufacturing Type D scrubber.

Emissions to the air from this facility include:

  • barium
  • benzo(A)pyrene
  • lead
  • dioxins
  • nickel
  • naphthalene
  • methanol, and
  • suspended particulate matter

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
