Why consultation isn't required
The Environmental Bill of Rights does not require this notice to be placed on the Environmental Registry. However, we are sharing our Regulatory Registry proposal for a new Minister’s regulation to harmonize municipal road construction standards.

In November 2025, as part of the Fighting Delays, Building Faster Act 2025 the Public Transportation and Highway Improvement Act (PTHIA) was amended to support the harmonization of municipal road construction standards. A new Minister’s regulation is being proposed to make Ontario Provincial Standards for Municipal Road Construction (OPSS.MUNI) mandatory for municipalities with respect to hot mix asphalt, aggregates, drainage, and general conditions of contract. The proposed regulation would also include provisions for a transition period, a process for exemptions, and reporting requirements for municipalities.
A transition provision is proposed whereby all municipalities would be required to comply with standards listed in the proposed regulation effective July 1, 2027. The remaining OPSS.MUNI standards (e.g., electrical, concrete, metal) are intended to be harmonized through a phased implementation in future proposed regulations.
