CHAR Tech Thorold GP Inc. as general partner for and on behalf of CHAR Bioveld Thorold LP - Environmental Compliance Approval (air)

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. A-500-8296184651 for CHAR Tech Thorold GP Inc. as general partner for and on behalf of CHAR Bioveld Thorold LP, a renewable natural gas and biochar production facility located in the City of Thorold, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include gas cleaning and methanation, combustion equipment, dust collectors, and thermal oxidizers. The amendment includes adjusting the stack height of the thermal oxidizer; adding adiabatic coolers, a lab muffle furnace and associated exhaust stack, and feedstock and biocarbon handling equipment; and re-orienting equipment.

Emissions to the air from this facility include:

• particulate matter
• nitrogen oxides
• hydrogen
• carbon dioxide
• coal tar pitch volatiles - soluble fraction, and
• noise

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
