Proposed Changes to Various Regulations Under the Planning Act to Facilitate the Electronic Submission of Information and Materials to Approval Authorities and Allow Notices to be Given Electronically to the Province

ERO 026-0305 Proposed Changes to Various Regulations Under the Planning Act to Facilitate the Electronic Submission of Information and Materials to Approval Authorities and Allow Notices to be Given Electronically to the Province was open for a 45-day public consultation period from March 30 to May 14, 2026, 2026. 

38 comments were received during the consultation period, including 4 comments which were submitted via email.  The majority of submissions were from municipalities, with some submissions from other groups (e.g., development and professional groups, individuals).

Overall, limited feedback was received on the proposed changes.  Generally, supportive views were expressed that the proposal is a positive step toward modernizing the planning framework and improving service delivery, supporting ongoing efficiencies (e.g., reduced printing, storage and handling costs); reducing administrative burdens and paper-based requirements; and supporting more effective record tracking and long-term document management​.

General views that electronic submission and practices align with practices in many municipalities and provincial bodies (such as OLT) who are increasingly relying on digital submission, circulation, and notice processes.  

Various submissions note the importance of ensuring digital systems are reliable, accessible, and operable across jurisdictions to avoid creating new procedural barriers or inconsistencies and that electronic platforms are secure and protect the confidentiality of submitted materials. Requests that the design and delivery of an online submission systems have a straightforward user interface, minimal duplication of effort, be adaptable to system changes, etc. Several submissions provided feedback on development and implementation, such as standardizing submission requirements and notice procedures, providing confirmations, and developing training and guidance materials for municipalities. 

General views that municipalities should not be burdened with additional costs / delays associated with implementation of provincial electronic system. 

Some requests for Province to expand these efforts toward greater standardization of digital planning submission requirements, formats, and processes.

Effects of the Consultation on this Decision

The government considered all the feedback received through the consultation. 

No changes were made to the regulatory proposal.
