This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (air & noise) No. 1375-BJ3RV9 for Ground Effects Ltd., a coating automotive metal parts facility located in the City of Windsor, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include alkaline dip cleaning, consecutive rinsing stages, phosphate dip, cathodic electrodeposition (e-coat) dip tanks, polyurea protective spray coating (p-coat) and cure ovens. The amendment includes an increase in the production limit for the p-coat booth and to reflect updated chemical changes for the e-coat booth.

Emissions to the air from this facility include:

  • nitrogen oxides
  • 2-Phenoxyethanol
  • Propylene Glycol Butyl Ether, and
  • Isophorone diamine

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
