This proposal is for an Environmental Compliance Approval (waste disposal site) to operate a specialized, secure waste management and transfer facility dedicated exclusively to the receipt, temporary storage, and bulk transfer of asbestos-containing material (ACM) asphalt millings.
The feedstock material originates strictly from municipal and provincial road rehabilitation, infrastructure upgrades, and resurfacing projects where legacy asphalt pavement contains structural chrysotile asbestos fibers (typically used historically in specialized asphalt mixes for durability).The transfer site is 0.7 hectares in area.
All transfer and storage will take inside the building. The daily amount of ACM (asbestos-containing millings) delivered to the site on any day is 900 tonnes. The maximum storage in the building is 2,000 tonnes. The facility will operate 24 hours a day, 7 days a week. The site is to service the Province of Ontario.
