Proposal details

This proposal is to amend Environmental Compliance Approval (waste disposal site) No. 2678-BYY2PW for 2386843 Ontario Ltd., for a waste transfer and processing facility located within the CN MacMillan Yard in the City of Vaughan, Regional Municipality of York, Ontario.

The facility is approved for the receipt, temporary storage, processing, transfer, and off-site management of approved non-hazardous waste streams, including non-hazardous excess soil, non-hazardous wet soil/liquid soil from hydrovac operations, and asbestos waste limited to asphalt road grindings that may contain asbestos.

The purpose of this amendment is to revise the approved waste type wording for incoming excess soil so that the facility may receive and temporarily manage non-hazardous excess soil and related approved soil-like materials, provided the material is not hazardous waste, does not contain free-phase liquid, and is managed in accordance with the Environmental Compliance Approval and approved Design and Operations Report. Soil quality standards and receiving-site criteria will continue to apply when determining the appropriate off-site reuse, treatment, transfer, or disposal destination for material leaving the site.

The amendment does not propose to increase the approved maximum daily receipt rate, maximum on-site storage quantity, service area, or hours of operation. The total amount of waste received at the site will not exceed 6,000 tonnes per day, consisting of up to 4,900 tonnes per day of excess soil, up to 100 tonnes per day of non-hazardous wet soil/liquid soil from hydrovac operations, and up to 1,000 tonnes per day of asbestos-containing asphalt road grindings. The total amount of waste stored on site will not exceed 10,000 tonnes at any one time, including up to 9,000 tonnes of excess soil/wet soil and up to 1,000 tonnes of asbestos-containing asphalt road grindings.

Materials received at the site will be temporarily stored, segregated, bulked where appropriate, passively dewatered or dried where applicable, characterized where required, and transferred off-site to lawful receiving locations, including approved reuse sites, waste disposal sites, treatment facilities, transfer facilities, or other facilities legally authorized to receive the material. The site services the Province of Ontario and operates 24 hours per day, 7 days per week, 365 days per year.
