Proposal details
Ferrari Hydro Vac Services Ltd. is applying for a new Environmental Compliance Approval (ECA) under the Environmental Protection Act for the establishment and operation of a waste disposal site for the processing of liquid soils generated through hydro-excavation and related activities.
Definitions:
- Liquid soil - Incoming hydro-excavation material delivered to the facility. It is the feed material accepted for processing and includes soil solids and water
- Recovered solids - The soil fraction separated from the incoming liquid soil by the McLanahan system. This is the material produced during processing, before its final reuse or disposal route is confirmed
- Reclaimed soil - Recovered solids that have been dewatered and assessed as suitable for the proposed beneficial reuse. This is the material intended for temporary stockpiling and, where it meets applicable requirements, onsite grading and berm construction
The proposed facility is located at 11405 Wonderland Road South in Southwold Township. The property is designated Commercial/Industrial (CM1) under the Township's zoning by-law, which permits aggregate processing.
The proposed operation will receive liquid soils generated from hydro-excavation activities. The liquid soils will be processed using a McLanahan Fines Recovery System. The system separates and recovers soil solids from the wash-water stream. No chemical additives are proposed as part of the process. Recovered water will be filtered and recycled within the processing system.
Following processing and dewatering, the recovered soil will be placed in temporary stockpiles and, where it meets the applicable soil quality requirements, beneficially reused onsite for site grading and construction of soil berms.
The maximum quantity of liquid soil stored onsite at any one time will be 25,000 litres, with a maximum of 25 cubic metres of liquid soil accepted at the site per day. Records will be maintained identifying the source and quantity of material received.
Material Description and Processing
The facility will receive liquid soils generated primarily through hydro-excavation activities. For the purposes of this application, “liquid soil received” refers to the incoming material delivered to the facility, consisting of soil solids and water. The incoming material will be inspected and screened for acceptance prior to unloading and processing.
Accepted liquid soils will be processed using the McLanahan Fines Recovery System, which separates the soil solids from the water stream. The separated soil solids are referred to as “recovered solids” during the processing stage. The recovered solids will be dewatered to a condition suitable for handling and temporary stockpiling. Where the recovered solids meet the applicable soil quality requirements, the material will be designated as “reclaimed soil,” and may be beneficially reused onsite for grading and soil berm construction, or stockpiled for reuse on appropriate beneficial reuse sites.
Water separated during processing will be filtered and recycled within the system. Any residual processing waste that is not suitable for the proposed onsite reuse will be segregated and managed at an authorized offsite facility, as applicable. Incoming material that does not meet the facility’s acceptance requirements will not be unloaded for processing and will be returned to its source or directed to an appropriate authorized receiver.
Liquid soils received at the facility will be screened using available soil quality information prepared and/or reviewed by a Qualified Person. The proposed acceptance criteria are based on O. Reg. 406/19, Table 2.1 Excess Soil Quality Standards for industrial/commercial/community land use, with provisions for elevated salt-related parameters, including electrical conductivity and sodium adsorption ratio.
Soil quality information will include, at a minimum:
- metals
- petroleum hydrocarbons F1–F4
- benzene, toluene, ethylbenzene, and xylene (BTEX)
- electrical conductivity
- sodium adsorption ratio; and
- pH.
Additional parameters, including volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs) and selected inorganic parameters, may be required where site history or field observations indicate a potential for contamination of incoming soils.
Liquid soil and supporting documentation will be reviewed upon arrival to the site. Rejected loads will not be processed, and will be directed back to the source site, or to an authorized / licensed receiver. Soils which meet the aforementioned excess soil quality standards will be managed in accordance with O. Reg. 406/19.
Environmental Controls
The proposed processing system is designed to recover solids and recycle process water. Process water will not normally be discharged from the facility. Any excess water requiring removal for equipment servicing will be stored in a watertight container.
The site includes a separate stormwater management design prepared by Stonecrest Engineering Inc. A separate ECA application is being addressed for the site's stormwater management works.
Daily inspections will be undertaken to confirm that the facility is operating in accordance with the ECA requirements, including appropriate screening of incoming liquid soil and maintenance of required records.
Proposed Operation
Construction and assembly of the processing equipment is anticipated to commence in September 2026 (or thereafter when ECA approvals are received), with operation proposed to commence following issuance of the ECA, currently targeting in January 2027.
