Proposal details

This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (air & noise) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from Greenspace Properties Inc., operating a Soil Processing and Remediation Facility, located at 249 Brant Road, in the Community of St. George, County of Brant, Ontario.

The application includes the receiving, processing, and remediating of non-hazardous dry soils and non-hazardous liquid soils (hydrovac material) using a combination of bioremediation and mechanical treatment processes. The treatment processes, including screening, turning, and aeration, are designed to address polycyclic aromatic hydrocarbons (PAHs), petroleum hydrocarbons (PHCs), volatile organic compounds (VOCs), metals, and other inorganic parameters. The sources at the facility include a loader, excavator, screener, soil treatment, biosolid storage, material transfer, and truck movements on-site.

Emissions to the air from this facility could include:

  • particulate matter
  • nitrogen oxides
  • volatile organic compounds such as benzene, and
  • metals such as nickel

The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
