Proposal details

This proposal is to amend Environmental Compliance Approval (waste disposal site) No. A121026 for a non-hazardous, hazardous, and liquid industrial waste transfer and processing facility located in the City of Thorold, Ontario. The amendment requested is for the facility to:

  1. Include truck-to-truck operations. Truck-to-truck operations involve the direct transfer of material or waste from one transport vehicle to another without intermediate storage. This is typically done to consolidate loads, change transportation modes, or facilitate onward shipment.
  2. Amend condition 10.2 of the existing ECA to allow the facility to receive waste generated from Canada and the USA.
  3. Remove the requirement for the use of double walled Frac tanks, and allow the use of single walled Frac tanks within secondary containment.
  4. Include a municipal hazardous or special waste drop-off depot at the site.
  5. Allow the facility to receive and temporarily store pathological waste within mobile refrigerated trailers. Pathological waste would only be stored temporarily before being shipped to an approved disposal location.

The facility operates 24 hours per day, 7 days a week.
