The government has released A Place to Grow which replaces the Growth Plan for the Greater Golden Horseshoe, 2017. Changes to O. Reg. 525/97 ensure the Minister’s approval is required for official plan amendments that implement provincial mapping for the Agricultural System for the Greater Golden Horseshoe and Natural Heritage System for the Plan.

The Minister has identified 29 provincially significant employment zones that receive enhanced protection under A Place to Grow. Based on feedback, the Ministry has corrected any technical errors to the boundaries for zones and issued revised maps to be used in the Plan’s implementation but will still consider requests to review the zones.

To address the need for better affordable housing choices, the Promoting Affordable Housing Act, 2016 proposed amendments to the Planning Act that would enable municipalities to use inclusionary zoning through the land-use planning system. Based on input received on this proposal, matters were considered for regulatory proposals.

We are proposing a minor change to the transition regulation for the Growth Plan for the Greater Golden Horseshoe. The change would support implementation of a standard method to calculate the amount of land needed for development until 2041, known as a land needs assessment. This will help municipalities to ensure land is used efficiently.
