Financial penalties won't encourage people to submit a report. People who can afford the penalty won't care, if anything it will encourage fewer submissions. Isn't there a better way of tracking the information other than threatening financial penalties or preventing people from hunting. The change just seems vindictive and needlessly punitive. Find a better way.
