RE: Request for an Amendment to Minister's Zoning Order, Ontario Regulation 329/22, East Harbour Transit-oriented Community, City of Toronto

Regarding, "The proposed amendment would have the effect of ensuring that the City of Toronto’s inclusionary zoning by-law would not apply to the lands subject to Ontario Regulation 329/22, as the developer of the transit-oriented community and the City of Toronto intend to deliver affordable housing through a separate agreement."
I am puzzled why the Province is involved.
If the City is itself having a separate agreement with the developer, why does the Province need to specify an exemption to a City by-law?
It would be nice if you provided an option for me to echo my own comment back to my email so that I can easily keep a record of the conversation.
