I trap minnows in a creek…

I trap minnows in a creek that flows into Centenial lake and then I use these same minnows to fish in Centenial lake . I need to travel by vehicle from the place that I trap the minnows to where I keep my boat to go fishing in Centenial lake . Several other fishermen do the same and we all feel that it is unfair to be restricted from transporting our minnows overland . Using our minnows in the same water body does not contribute to spreading unwanted species
