If you want to cancel cap and trade that's fine BUT only if you ACTUALLY have a replacement plan in place. First come up with a plan, then put through the motion on the plan to go through the correct procedure. Once the plan has gone through its hearing and approved put through the motion of cancelling the cap and trade.
