Has your database ever been checked to see what the percentage of vehicles that came in for an Emission test actually had all of the Monitors set to ready?
If a vehicle is operating properly in the province of Ontario, with its drastic changes in temperatures, all of the Monitors, including Evaporative should be set to Ready in the two years it takes between Emission tests. If a seven year old vehicle comes in for its initial Emission test, all of the monitors should be Ready, including EVAP
I think you will find that a remarkable number of vehicles had their Evaporative Monitor set to NOT READY
Why, because there probably was an underlying issue that was being hidden
