I think extending the moratorium on water taking is wise . The extraction of any natural resource should always err on the side of caution and always take into consideration the long term lasting effects of the extraction and associated costs to the general public ( who actually share ownership of the resource ) . The monies received from the extraction should reflect those lasting effects and costs .

There should also be an upfront payment from the extractor to be held by the province in the event that there proves to be unforeseen issues that arise from the extraction process - those monies to be returned to the extractor once the extraction is completed and the province is satisfied with the final outcome , any remedial work required and there are no outstanding issues remaining .
