This bill is a joke. Not only is it incredibly worrisome that the government feels the need to be exempt from environmental standards rather than working within them, but it is also terrifying that this bill is based on a faulty premise. Transit planners for years have known that building more lanes increases traffic congestion, which goes against the stated purpose of this bill. This well researched phenomenon is called induced demand. In essence, this incentives people drive who wouldn't otherwise do so. Within a few years, the roads will be just as crowded and we will have wasted taxpayer dollars. I implore the government to listen to its citizens and the existing knowledge on best practices in transit management.
