I do not agree with your proposed changes to the allocation process. Your background information states “Tags awarded in the second chance allocation can be claimed any time until the end of the relevant moose hunting season. This extended tag claiming period was intended to give hunters the opportunity to wait to claim a tag until they were confident in their hunting plans.” Exactly! Now the plan is to penalize hunters! In our group of moose hunters, several individuals don’t know if they will be able to get the time off depending on their employer’s work schedule requirements. There are also family care considerations. Often finding accommodation is an issue as well. To also “confiscate” all the individual’s points if they don’t or can’t claim a tag is extremely unfair. You have the numbers, simply add additional tags to compensate for what typically don’t get claimed. In addition, if someone needs, for example, 5 points to get a Bull tag and they have 13 points, why do they reset to zero points? They have paid into the draw and should not have to use all their points. If two people order a restaurant meal priced at $20 and one pays with a $20 bill and one pays with a $50 bill, should the second person not expect change back? More thought needs to go into the process before enacting changes. Please reconsider.
