I do like the idea that there be a date for the second round tags to be claimed and the opportunity for another hunter to apply for it but I do not agree with a hunter losing all their points regardless if they claim it or do not claim the tag. If anything it should just be losing the point gained for that year. Also if a hunter gets a tag in the surplus they should also lose a point (all or just that years point).
