The Electricity Distributors Association (EDA) appreciates the opportunity to comment on the government's vision for the energy sector and the proposal to develop an integrated energy plan. In its submission, the EDA emphasizes the need for greater clarity on grid modernization and outlines the necessary policy and regulatory enablers for modernizing Ontario's distribution system. As an initial step, the EDA recommends that the government establish a clear and shared definition of electrification and grid modernization. This definition should outline the desired outcomes and assign responsibilities for planning and investment. In addition to creating a clear vision, the government should provide firm policy direction and support for foundational grid modernization investments. It should also empower LDCs to take on new roles in grid management, encourage customer adoption of innovative technologies, revisit traditional rate funding approaches, establish new funding methods, and clarify the roles of regulatory agencies. The submission addresses issues related to Distributed Energy Resources, net metering, and last-mile connections. The government's clear direction to the OEB and the IESO on these matters will help reduce uncertainty for LDCs and facilitate the energy transition.
