Reading this proposal, some of the items are not clear on the recovery of costs and how that would apply. I can understand where it could apply to those who are current well operators who are not keeping the condition of the well in a safe condition but what about abandoned wells? There are many old wells in Haldimand county that were closed many years ago by the companies that owned them. One would assume that they were closed in accordance with the MNR or government authority that would oversee these closings, but it would be quite possible that this was not necessarily the case. Some of these wells were sold back to the landowners but many were just abandoned. The landowners at the time would not have had any say in this and likely wouldn't have known anything about it.
Is this proposal aimed at recovering costs from the current landowners of dealing with the government authority's oversight at the time when these wells were closed or abandoned? If so I think that you are going to have many unhappy landowners, who most of them don't know anything about this proposal.
The only reason I have been informed is because I am a licensed operator of my well but there are a number of landowners that could have abandoned wells on their properties and don't know it.
