I am in agreement that the birds are a problem but setting a precedent of legal wastage is not good. Shooters will have to collect carcasses and leave them where, on my shoreline?
Other problems are apparent as well.
Having people in boats off the shore of my cottage, shooting in summer is a serious issue. People and property are at risk.
Boundaries and limitations are lacking.
Who is going to enforce violations.
This whole proposal needs more thinking and work.
