This proposal gives me no confidence that there will be benefits to SAR regulated under the act. It is unclear what requirements would be enforced under the registration to 1. Protect the newly defined habitats and 2. Provide an overall benefit like the old permitting process accounted for.
Changing the definition of habitat will limit the actual protection of the species as well. For instance protection of the critical root zone for plants will not factor in adjacent soil impacts, the reduced ability for the species to spread ect.
Removing migratory routes from habitats from the regulation could also have catastrophic effects.
