Please reconsider. The need for slowing down development in the face of biodiversity loss and climate change needs to be taken very seriously. Once those habitats/species are disturbed there is no going back. The process should take time to assess the risks to these habitats and species and should be assessed throughout the the year. Do not give government the ability to decide if something is a species at risk or not. That is not their job, that is the job of scientist. Species decline should be taken very seriously and should be thought of as critical and an accuse problem not something for the future generations to deal with.
