Allowing the government to bypass independent science-based decisions (what is or is not on the protection list) will put species at risk as by letting the government do whatever they want regardless of the potential harm. If the government is able to control what is on the protected list that weakens any possible environment protections the Act might provide as the government could just say a species that is in the way of making money is no longer is protected.
Moving to a registration first model will make it more likely for developers to do serious damage before the full ramifications are even known where keeping permit model would help reduce those chances by having that review before work starts.
The environment is already at risk from climate change, we need to do all we can to not cause more problems that may very well affect our survival in the long run.
