This proposal completely eliminates protections for endangered species. Under this proposal, “proponents” are allowed to kill and eliminate the habitat of an endangered species as long as they register ahead of time?! The enforcement of compliance with regulations in this proposal is based on the framework of “better to apologize later than ask for permission now”. And the definition of habitat is devoid of backing. A habitat that is reduced to nothing more than a den, without a food and water source, is a death sentence for endangered species.
