I do not agree with this proposal. “Habitat” has much more than just nesting or denning sites, which are also only prevalent in certain times of the year which this does not take into account. I also disagree with the government being able to add or remove species from the COSSARO list, there needs to be more firm rules/guidelines on why they would be able to add or remove species from the list, and in which cases. Overall this proposal is quite vague and leaves too much to individual interpretation. I understand the need for more housing and development processes, however, a registration style of permitting is not the right answer. The ESA was put into place to protect our vulnerable species, and these changes jeopardize the progress and conservation of many species. I urge the proposing party of this proposal to think of other ways to achieve a more streamlined permitting process without jeopardizing critical habitat for species and harassing individuals of those species. I appreciate the opportunity to comment on this proposal and share my disagreement.
