Environmental Assessments are necessary and important. If the process is too slow, the obvious solution is to hire more people to do the assessments, not eliminate steps to complete the assessments or the assessments altogether.
If the concern is funding for more hires, then there is a need to increase the cost for those who violate the act, specifically "a first time individual offender can be fined up to a maximum of $250,000, and corporations up to $1 million." and it should provide the maximum for cases as that would be more likely encourage offenders to desist on violating the act.
