As an Ontarioans I am wholly opposed to the changes proposed in this legislation. Company's businesses should not be permitted to proceed with an activity until the activity has been vetted and approved. If they are permitted to proceed with an activity before it has been vetted then there is a significant and likely possibility that they could cause irreparable harm before the activity is approved and vetted. This is inexcusable especially when that review could have identified the harm and prevented it. If permitted to proceed then there is no incentive for business (who are mainly about profit first) to submit fully thought out and proper plans or to follow them).
This legislation is effectively a "do first and seek forgiveness later" policy, which is inexcusable im this day and age. We have the ability to think things through before we act. We can build ontario and protect the environment at the same time. This legislation does not do that.
