This is a ludicrous bill. Designations of species' risk levels have biological meaning and should not be changed at the whim of the Premier's office. If the Premier's office intends to only list species at risk when it's convenient to do so, what is the point of maintaining an independent scientific body? The least you could do is not lie to Ontarians and be transparent that developer profits are a higher priority than safeguarding Ontario's natural treasures.
