I'm concerned about the proposed repeal of the current ESA and the introduction of the new SCA.
First, the removal of the concept of "harassment" is especially concerning to me. I work in the field of conservation myself and I'm aware how anthropogenic activities may affect wildlife negatively. The concept of "harassment" in ESA is necessary to protect wildlife from human impacts and without it human activitiescan go unchecked.
Secondly, the change to the definition of habitat also raise alarm to me. The ESA did not specifically give a strict definition to habitat is actually on purpose I believe, because it is extremely hard to do so. Animals move around, it may migrate from one location to another, plants and other sessile organisms can spread it's offspring to other locations, it is almost impossible to circle out a area and says it is the habitat of certain organism, and expect it to remain there.
Thirdly, government can now make changes to the species at risk list is alarming. Will government consult with the science community before it make these changes? If so, why not leave this to the COSSARO which has been doing it for years, why adding an extra step instead? If not, then it is a pure insult to the science community and all people who worried about the environment and future.
Overall, I feel that the repeal of ESA and the introduction of the SCA is unnecessary, and may have a negative impact on the conservation and restoration of Ontario's natural environment.
