Not in favor of reducing any SAR protections for development.
Focus on infilling and redeveloping abandoned spaces. You can rework existing development easier than replacing biodiversity.
Your definition of what would be preserved is misinformed and not based on science. Where will species eat, drink, grow, reproduce, and create new dens/nests if the only protected areas are the existing immediate location they are already in. Confinement leads to suffocating these species until they're gone and development can further encroach and take over natural spaces. Who wants to live near a concrete warehouse when they could live near nature.
How will this increased development and decreased habitat protect people from flooding and other hazards?
