Although I appreciate the goal of trying to improve speed of construction and development, there needs to be thought and consideration for the environment and species that once used or destroyed cannot be repaired. Simply allowing processes to go ahead and then stop if needed may mean too much damage has already been done. These habitats have been present from long before our time, and an ultimately are more complex that most people could understand, unless they are ornithologists. The rules and regulations exist because it is so important to protect the environment and species, so I think it would be important to look at other ways to make the process more efficient.
