This proposal gives too much unilateral power to the government to allow them to remove species that are inconvient to them. "The government would also have discretion to remove protected species from the list."
Why even bother having an independent council then? Cancel this proposal and look at repurposing existing unused commerical property instead of infringement on habitats you find inconvenient.
