I am strongly opposed to this proposal.
I am very concerned that these changes will devastate Ontario species at risk. By allowing a company to start work immediately after registering, it is possible that the work will be complete and habitat and species utterly destroyed before there is any oversight, by which time it will be too late. Sure the company will have to pay a fine, but that will not put back the habitat and it will not bring back destroyed species. Companies are likely to simply include the cost of the fine in their budget estimates for the work, and plan the timing of the work to preempt oversight.
