First of all the location of the gas station shown in this website is incorrect.
The Notice leaves a lot to be desired. What is the risk being managed? There is no clear explanation of the extent of the problem or even what the problem is.
The application seems to indicate there old rusting tanks and piping still in the ground and they will not be removed, despite what the law requires. With gasoline still in them? I am puzzled by the fact that the application being made now when the 8 story building on the site is 90% complete and removal of the tanks and piping a virtual impossibility?
I have lived down the hill from this old gas station for over 50 years and have experienced the result of previous large spills at the property when it was operating, specifically strong gas smells which continued for weeks.
Given what the notice says I suspect there are still significant gas residues in the property's' soils and probably in the soils of nearby properties which I do not believe have ever been tested. What is the result of the most recent testing of the site?
The proposal does not say they will be ongoing testing which I believe is critical to this application.
Added questions which should be addressed:
What are the "building use restrictions"?
How long will the "inspection and maintenence program" and "air monitoring"continue?
What are the details of the "soil management and groundwater management plan" ie frequency and extent of area sampled and how long will these continue.
Lastly what are the reasons for the TSSA assessing "there is likely to be no environmental impact?"
