This proposed bill is just more greenwashing by the Ford government. Please don't pass it.
It may be true that the permitting process associated w/ the Endangered Species Act is unnecessarily slow and cumbersome, but that's due to the administration of the Act and not due to the legislation. For one thing, there was a drastic reduction to the staff who deal w/ the ESA in 2019. Issues with the administration of the Act are solvable; no changes to the ESA itself are needed.
The government should not have the power to remove species from the protected list at their discretion w/ no oversight. That sounds like something Donald Trump would do.
