Comments submitted on behalf of the Council for the Township of Dawn-Euphemia

A property located at 29831 Irish School Road in the Town of Dresden is under consideration for the development of a landfilling, recycling, and waste management facility. The Ontario Legislature has introduced Bill 5, Protect Ontario by Unleashing Our Economy Act, 2025, which includes provisions relevant to the proposed facility north of Dresden.

The Township of Dawn-Euphemia is situated less than two kilometres north of the proposed regenerative recycling and landfill operation by York1 Environmental Waste Solutions at this location. Despite the proximity, the Township has not been consulted and strongly believes it must be included in discussions regarding potential impacts. These include, but are not limited to: the anticipated increase in traffic volume, with an estimated 700 transport vehicles daily; potential damage to municipal roadways; environmental risks to local drainage systems; and the broader effects on core infrastructure, surrounding businesses, and residential properties. The Township further asserts that it should be directly involved in reviewing the project’s scope, operational details, and the communication process with both municipal authorities and the public.

At this stage, insufficient information has been provided to the Township or its residents to fully understand the environmental implications of the proposed development. Relying solely on an Environmental Compliance Approval (ECA) Amendment Process risks overlooking essential studies and leaving critical knowledge gaps that may harm the community.

Therefore, the Council of the Township of Dawn-Euphemia urges the provincial government to mandate a comprehensive Environmental Assessment for this proposal. Only through such a thorough review can the true environmental impacts be fully understood and appropriately addressed.
