The proposed new definition of "habitat" seems like a very narrow one, restricting habitat to a single dwelling area and not the habitat for a species living in the area.
Also, requiring someone to merely notify of their plans, rather than having to apply for permission, seems like a giant step backwards in how we need to be taking care of our planet.
Building, construction, infrastructure, etc. are all fine, if done responsibly, with care, and using some of the techniques that we see in other parts of the world like Sweden, Netherlands, etc. Not merely because a developer has applied for and been given the contract and is looking forward to the profits.
