"Social and economic considerations, including the need for sustainable economic growth in Ontario" should never take precedence over protection of habitat and eco-systems that support endangered species.
Identifying the "critical root zone" as sufficient for the survival of vascular plants, "dwelling places and the immediate surrounding area" for survival of endangered species does not take into account the corridors necessary for species to survive and the eco-system that supports them.
Investment in supporting "voluntary activities" to assist in conservation and protection does not translate into a commitment that these activities will be followed through and be monitored for effectiveness, shows a complete lack of commitment of the government of Ontario to protect endangered species.
And the removal of Provincial Gov't protection of endangered species on non-Federal lands, essentially means there would be no oversight of protection at all.
This proposal shows a complete and convenient lack of understanding of habitat, in favour of development /extractive industries. Implementing this proposal would be criminal and the damage irreversible.
