There is a general feeling that the OMB process is stacked against citizens and that outcomes overwhelmingly favour developers.

The process is so "professionalized" that citizens are not able to participate without lawyers and expert witnesses. In many cases this renders it unaffordable for community members. Costs need to be brought under control or subsidized through intervenor funding.

It is very difficult and sometimes impossible for citizens to access planning expertise. Most planners make their bread and butter working for developers or municipalities and don't want to jeopardize this income stream by taking on work with a community group against their standard clients. Dedicated planning expertise needs to be available to citizen groups so they can participate meaningfully.

There needs to be accountability for the performance of OMB members. Performance reviews should be required prior to renewal of tenure. There needs to be a complaints mechanism for any unprofessional conduct.

The timelines are often outrageous. The Official Plan for one southwest Ontario has now been in limbo for several years due to an unresolved OMB appeal.

With only one staff member, the Citizen Liaison Office cannot provide meaningful support to all those who need it. Many people do not even know this office exists.

Preservation of heritage character needs to be given more weight in the face of intensification.
