I'm worried that by not requiring a review process before proceeding with work that damage will already be done to natural environments and without clauses for 'recovery' that remedying any issues created by this process will be difficult.
While I agree that deduplication to reduce red tape is necessary, eliminating the requirement for recovery processes sounds like it will create more problems and allow developers to take less care in the late stages of a project. Uploading species at risk to the federal government sounds like it could save the province money but at the expense of locally focused staff, if this is done in cooperation with the SARA and there are measures in place to have regional focus within the federal agency responsible - then it is reasonable but I would suggest communicating the efforts to coordinate these processes.
