It seems to me that these changes would enable developers to proceed in such a manner as to benefit themselves, and then report it. Maybe someone will take note; but hopefully, not. The damage will have been done.
This is something like what happened at Ontario Place when they razed the woods there, and now dogs are being attacked in Liberty Village by the coyotes whose habitat was destroyed. In addition to the other species that were displaced, but don't attack domestic animals. I can't imagine what has happened to them.
This is a foolhardy and dangerous change that is being proposed.
