The flattening of the approval process will just lead to developers taking advantage of a lack of oversight. If they can start work upon registration any damage done to the pre-existing ecosystem will not be salvageable if the approval needed to be rescinded at a later date.
Additionally redefining the dwellings of wildlife to their immediate living space disregards how ecosystems work as a whole.
