ERO 025-0380 – Proposed Interim Changes to the Endangered Species Act and Introduction of the Species Conservation Act, 2025
I am writing to express strong concern about the proposed legislative changes outlined in this notice. While I understand the need for efficiency in development and infrastructure projects, these amendments appear significantly unbalanced and risk undermining the very goals of species protection and conservation.
The proposal shifts away from science-based, mandatory protections toward a discretionary, registration-first model that prioritizes speed over ecological responsibility. By removing the requirement for recovery strategies, eliminating the role of advisory committees, and weakening the definition of habitat, the bill risks reducing transparency, accountability, and long-term conservation outcomes.
Furthermore, allowing the government to unilaterally decide which species are protected—rather than deferring to COSSARO’s independent scientific assessments—introduces the potential for political interference in decisions that should remain evidence-based.
Nature does not have a voice in policy-making, but it is essential to our survival and wellbeing. Humanity has already done enough damage to this beautiful planet. These proposed changes would further tip the scales away from ecological stewardship at a time when we should be strengthening our commitment to protecting biodiversity, not weakening it.
I urge the Ministry to reconsider this approach and ensure that any reforms to species protection laws uphold the integrity of science-based decision-making, maintain meaningful public and expert oversight, and put the long-term health of Ontario’s ecosystems first.
