This proposal should not be approved. The due process does not cause unnecessary delays. Protecting endangered species is far more important than allowing developers to develop without supervision. They should not be able to begin their activity without proper approval.
This completely eradicates the environmental assessment process, which I took a course on in university when studying civil engineering. There has to be a balance where the environment holds greater priority over people making profit from development.
