This is absolutely awful proposed legislation... it might as well have been written by lobbyists.
We are in a climate crisis and need to remediation to make the adaptation slightly more comfortable, especially with our aging population.
Upsetting the already precious environmental balance exacerbates the effect of heat waves and outlying weather (derecho storms, heavy rainfall, etc.). We cannot remove what few green spaces we do have in city centers, not to mention soil erosion on the waterfront, animal population disruption, all so developers can build boxy housing that is often of poor quality.
A responsible government would rein in the developers and property speculators, and get them to re-evaluate their goals. Bill 5 gives developers full freedom to fill in a creek, build houses on it, and then wipe their hands clean from all responsibility when the foundations are sinking in 10 years. We can't afford that anymore in Ontario.
